Department of Education and Workforce supports policies that are consistent with the guidelines put forth in this document and monitors results. Effective governance calls for policies that require programs to have a clear statement of purpose, a statement of expected developmental outcomes (birth to age 3), and a statement of expected learning results for students (preschool to high school). The central role of communication access for students who are D/HH and adhering to the state policies that support and are consistent with the recommendations of these guidelines are monitored by the district school boards and school superintendents and other relevant agencies. These policies include a commitment to increased students outcomes and student achievement. Outcomes and achievement are documented through the development of content and performance standards and systems of assessment and accountability. The implementation of these policies is delegated to the school district staff who are responsible for the educational programs and services for students who are D/HH.
